Sr. Substation Commissioning Engineer - East Region

Job Summary

Black & Veatch is seeking a senior commissioning engineer to independently lead transmission substation commissioning activities for projects in the East Region. The role provides technical direction to commissioning technicians and craft personnel while supporting safe, compliant, and timely project turnover.

Project Details

This position focuses on high-voltage transmission substations, including protection systems, relay testing, AC acceptance, system walkdowns, and NERC CIP ESP/security zone commissioning.

Responsibilities

• Develop and maintain detailed commissioning schedules and plan activities around major milestones.
• Review commissioning plans, checklists, test reports, relay results, and supporting documentation.
• Provide technical troubleshooting support for protection system relay commissioning.
• Validate phasing, balanced loading, system configuration, and post-commissioning documentation.
• Coordinate feedback with commissioning organizations and complete document reviews within required timelines.
• Provide functional direction to field technicians and craft personnel without direct people-management responsibility.
• Follow applicable safety, quality, and continuous-improvement requirements.

Required Experience

• OSHA 10-hour training is required.
• At least five years of relevant startup experience is preferred.
• NICET or NETA certification is preferred.
• Expertise in protection system design, settings, installation, testing, commissioning, or NERC CIP ESP/security zone commissioning.
• Ability to work in high-voltage substations, confined areas, elevated positions, and changing outdoor conditions.
• Ability to lift up to 50 pounds and work shifts of up to 12 hours.
