Commissioning Technical Services Manager - Oil, Gas, & Chemical (OGC)

Job Summary

Kiewit is seeking a senior Commissioning Technical Services Manager to lead commissioning and start-up execution for oil, gas, and chemical projects. The role is based in the Houston area and combines technical leadership, field management, safety oversight, and coordination across engineering, construction, vendors, owners, and project management teams.

Project Details

The position supports industrial energy projects across LNG, midstream, refining, petrochemical, and power-related facilities. Assignments may involve utility, process, control, electrical, fire and gas, and safety systems at multiple project locations.

Responsibilities

• Direct commissioning teams and establish pre-commissioning, commissioning, turnover, start-up, preservation, and handover strategies.
• Develop procedures, system boundaries, scopes of work, schedules, cost plans, and execution methods.
• Coordinate testing, operability reviews, owner interfaces, vendor meetings, subcontractors, and construction stakeholders.
• Monitor progress, budgets, completion forecasts, critical-path impacts, and commissioning documentation.
• Lead field audits, safety meetings, milestone activities, LOTO coordination, and turnover package completion.
• Evaluate test results, maintain commissioning databases, manage drawing updates, and confirm spare parts and consumables are available.
• Train and develop personnel while enforcing company, OSHA, ANSI, and site safety requirements.

Required Experience

• Bachelor of Science degree in engineering or 10 to 15 years of equivalent experience.
• At least 10 years of commissioning and start-up experience, including prior senior commissioning leadership.
• Power project experience is preferred, along with knowledge of combined-cycle or simple-cycle plant technology.
• Experience with process technology, flow measurement, engineering practices, technical calculations, PLC and PC-based control systems, and engineering software.
• Ability to interpret and prepare technical information and work effectively with project teams in changing field environments.
• Reliable attendance, professional communication, and willingness to work overtime, weekends, and varied project-site schedules.
